AFGHANISTAN WOMEN PARLIAMENTARIANS CAUCUS

The formation of the non-partisan “AWPC” in the Afghan Parliament is another great milestone in our country’s parliament history and enhances the cause of women’s rights in Afghanistan. The “AWPC” has 40 legislators out of a total of 69 women parliamentarians in the Wolesi Jirga (House of People) with 8 Senators, and membership to the Caucus is open to all Afghan women parliamentarians upon payment of a prescribed fee.

The operations of the Caucus are guided by a Rules of Procedure which provides for, among other things, membership and management of the Caucus.

The “AWPC” convenes its session titled (Monday lunch) every week which is periodically chaired by the women members of the Caucus and brings women related issues to the limelight.

The members take keen interest in the proceedings and activities of the Caucus which has enabled this rather young Forum to mature in an exceptionally short time, while the aim of establishing the Caucus is for women parliamentarians to address the issue of common concerns as women.

The main objectives of the Caucus are:

a)    Examination of policies, legislations and budgets in terms of gender equality;

b)   To advocate for legislation on gender mainstreaming;

c)    To facilitate the effective implementation;

d)    To provide a forum for discussion on matters affecting women in the country, regionally and internationally across party lines;

e)    To develop and establish norms and standards that promote the effective participation of women in parliament;

f)     To promote and help sensitize all parliamentarians to the principle of gender equality in the country, regionally and internationally;

g)    Advise parliament on gender issues;

Since its inception in 2007, the Caucus has achieved the following in line with its objective and Plan of Action:

1.    Legislation in favor of women;

2.    Preparing the annual budget on the basis of gender equality;

3.    Coordination among women in different levels of Civil Society, Women Judges and Ministry of Women Affairs;
