Interdiction Prohibiting Women and Children
Harassment Strategy
Women and children harassment is one of the
awkward phenomenons, which is boosting around the world day by day. Different countries
have implemented specific strategies to
fight against this social dissonance. Over the past years, this cursed
phenomenon spread in education environment, health center, work places and in
public due to increasing of population and several decades of war , which it has affected women and children
mentally and caused decreasing of women contribution to the society.
In order to eradicate women and children harassment in
the society the Ministry of Justice has provided Prohibiting
Women and Children Harassment regulation and it is already indorsed by
the Ministers” Council and issued by gazette # 1185 in 2015.
In
addition, Prohibiting Women and Children
Harassment draft bill issued by gazette
# 989 indicated as far as
this regulation does not have guarantee for
implementation, therefore it is needed the poison penalty is exchange in
to another punishment until the women and children immunity is increasing in
the society, and raise awareness of public about this felony.
Regarding to wide concerns,
a number of MPs proposed legislative draft for Prohibiting Women and Children
Harassment. The MPs proposal received
requirement votes of plenary session and for processing it referred to the
house commissions for further monitoring. The house commissions had many joined
meetings with the Ministry of Justice and at the result Prohibiting Women and
Children Harassment draft bill has provided in 3 chapters and 29 articles.
The objective of Prohibiting
Women and Children Harassment draft law:
1. Prohibiting
Women and Children Harassment.
2. Patronage
the victims of harassment
3. Providing
proper work place, immune education environment and access to health service without
harassment.
4.
Public awareness through mass media
about prohibiting women and children harassment.
The draft bill
endeavored to decrease prison penalty in exchange and the joined delegation of
the National Assemblies’ houses submitted the draft bill to the Government for
the indorsing.
The higher committee
of prohibition harassment under chairman of Lobar and Social Affairs Minister
including deputies Ministries of Interior, Women Affairs, Higher Education,
Haji Pilgrimage, Public Health, Education, Information and Culture, representatives
of Attorney General, Supreme Court and Independent Human Rights and Head of the
Independent Advocacy Committee was predicated.
Therefore, Independent
Human Rights and Civil Society and the house commission on women is intent to
hold a session for codifying and implanting
the draft bill with the present of above administrations and international
agencies and civil societies activist.
