Wolesi Jirga discusses expenditure fiscal year 1397
The Lower House of
Parliament on Monday’s plenary session discussed expenditure fiscal year 1397.
The session was held
under the chairmanship of Mir Rahman Rahmani, while the country’s important
issues were discussed.
In accordance to
agenda, acting minister of finance Humayon Qayomi and head of supreme audit
office were questioned in the session to provide details in relation to
expenditure fiscal year 1397.

MPs from financial
and budget commission of Wolesi Jirga by presenting of report, pointed on law
violation in expenditure fiscal year 1397, added, an confidential and 8 dispute
cases has been identified at the joint session.
Based on released report, majority spending of
the allocated budget by National Directorate Security (NDS), increase of
formation opposite to principles in some budgetary units, modification of
development projects in operative code, change in precautionary code and
transfer of projects were the law violations, the joint commission has also agreed
that those administrative units who spend less 80% of their development budget
should be summoned.

Acting minister of
finance in answer to released report said, ministry of finance is transparent
in accounting and any money of government is not embezzlement, added,
modification issue and transferring of projects in expenditure fiscal year 1397
is implemented by president’s decrees,
and some modification is in competence of finance minister based on article
16 of budget code.
But, Qayomi’s information
couldn’t obtain MPs satisfaction, legislators
pointed on more violations issues, in result decision was made that on next
Wednesday plenary session voting should be done
in order to verifies and rejection of expenditure.

In the sideline of
the session, parliamentary lawmakers talked in relation to approval of child’s
rights law, added, an article of the mentioned law is opposed to the Islam
instructions, so approval of that should be review.
The Wolesi Jirga
chairman Mir Rahman Rahmani said, delegations have been appointed and
comprehensive discussion will be take place on how approval of child’s rights
law and the result of that will be submitted in plenary session.
Overall, a number of legislators talked in relation to
military operation in order to arresting of Nezamuddin Qaisary in Balkh
province and they condemned such attack on Qaisari’s house, added, if Qaisari
is culprit, should be punished via legal organs not by launching of military
operation, MPs urged that all culprits should be punished equally.

Likewise, MPs from
Herat province expressed their concerns
in relation to increase of insecurity and terror over there, added, everyday people is killing due to diversity
incidents, but any attention is not paid by relevant sectors in this regard,
meanwhile they reiterated that police chief is not able for securing of
security in Herat province.
Moreover in today’s
session, people representatives expressed their concerns in relation to
increase of insecurity in highways of Zabul, Qandahar, Maidan Wardak, Helmand
and Farah provinces, in addition to the assassination of civilians, blackmail
and harassment of pedestrian has been increased by oppositions and some police
over there.

Concerns in relation
to existence of widespread corruption at different levels of the country,
embezzlement of 50% of the country revenue, entering of 200 vehicles daily from
Pakistan via Paktia rout in the country sans paying of customs tariff, increase
of insecurity in bordering area of Badkhshan province and attention for addicts
prisoners who has age 80 were the issues which was discussed in today’s
session.

by collecting of the
aforementioned issues, Rahmani instructed to the relevant commissions to invite
related officials in order to discuss the issue of addicts prisoners, how to
persecution of Nizamuddin Qaisari, insecurity in the country’s highways,
corruption in customs, entering of 200 vehicles daily sans customs tax in the
country, fake document of a IEC commissioner and insecurity in Herat province.
