Wolesi Jirga ratifies president’s legislative decree regarding to law regulation  of local councils’ affairs

The Lower House of Parliament on Wednesday’s plenary session ratified president’s legislative decree regarding to law regulation  of local councils’ affairs.

In accordance to agenda, the president legislative decree in relation to law regulation  of local councils’ affairs after comprehensive discussions at the permanent commissions was presented by head and member of the domestic security commission Feda Muhammad Olfat Saleh and Abrarullah.

After voting the mentioned law in 6 chapter and 54 articles with the attending of 144 legislators was ratified.

The session was held under the chairmanship of Mir Rahman Rahmani, while the country’s important issues were discussed.

In the sideline of the session, parliamentary lawmakers talked in relation to armed attack by security forces on Nizamuddin Qaisari’s house and it was called opposite to law, added, government is responsible to consider on law in order to ensuring of security to the country’s citizens, meanwhile they asked from government to clarify how releasing of Qaisari from jail and lack of introducing of him to legal and judicial organs.

Overall, MPs appreciated success operation of the country’s security forces in Ghor province, also they pointed in relation to increase of insecurity in Ghazni, Faryab, Jawzjan and Sar-e- Pul, highways of Qandahar- Kabul and Kabul Mazar-e- Sharif including taking of illegal tax from consignment vehicles.

At the meantime, legislators expressed their concerns in relation to air pollution in Kabul city and shortage of potable water and  reiterated that  air pollution is like terrorism, every year kills people, so, we asks from government to take comprehensive measures in order to prevent spread of disease and deaths  of our compatriots.

Lack of standards schools in Bamyan province, inserting of constructional projects of road Ghor-Kabul and Ghor- Herat, lack of consideration for infrastructure projects for Jawzjan province in budget fiscal year 1399, children’s bad condition suggestion for adopting of child’s rights law, failure of attorney general to execute eleven violations of Zabul governor, abusing from law by a few electoral teams, Balkh people’s damage due to security forces attack on Nizamuddin Qaisari’s home, lack of attention for Islamic subjects in education curriculum and dismissed of a few governmental staffs due to lack of membership in government maker election  team were the issues which was discussed in today’s session.   

The house chairman appreciated brave of security forces in the course of ensuring of security in Dawlat Yar district of Ghor province and instructed to domestic security and defensive affairs commissions to appoint delegation in order to assess attack on Qaisari’s house also instructed to exclusive commission to debate lack of assessment of violation document of Zabul governor by attorney general office.

At the meantime, Rahmani instructed to exclusive commission to assess our compatriots’ problems for obtaining of Pakistan’s visa, displaced families of Kunduz province, existence of corruption in the country’s customs, lack of potable water in Kabul city and illegal taking of tax in the country’s highways.
