The plenary session chaired by the house first deputy, Amir Khan Yer, held at the National Assembly’s realm. Prior going to the main agenda discussion points the MPs discussed about general public issues.

A number of MPs criticized ratification of Local Councils bill and added there are many disagreements in the drift bill which is needed to be reviewed. One of them that provincial council has been giving the right to monitoring which is totally against the Constitution’s 139 article.

Next, the session indicated to the Mother of the bomb which was used in ,Achin district, in southern Nangarhar province and created many difficulties for the people and the MPs asked the house to send a delegation to scrutiny the bomb remained damages.

Increase of crimes and insecurity in Haret province, 1397 year fiscal budget uncertain fate,

the need to address internal displacement problems, existence -irresponsible armed persons in Badakhshan, lack of coordination between the security forces in Kunduz, necessity to facilitate the disabled and unfavorable situation of prisoners, corruption in Zabul province, emphasize the immediate announcement of the preliminary results of the presidential election and increase in crime and terror incidents in Kabul province, especially in fifth district were other issues brought up in the session.

In sum up, the session chairman, Mr. Yer, addressed the concerned authorities to scrutiny insecurity on highways and increasing incidents of crime, assassination and theft in Kabul province.

Meanwhile, Mr. Yer, assigned the house concerned commission to take into consideration Mother of the bomb which was used in,Achin district, in southern Nangarhar province, and continuation of special forces night operations. He assigned the house commission on budget and finance to discuss about the disagreements points in 1397 year fiscal budget.

In addition, Mr. Yer, said the house 5 commissions rejected Local Councils drift bill and it should be preformed based on the house’s Rule of Procedure. He assigned the house interior commission to have a joined meeting in regard to the bill and deliver the bill to the plenary session for voting.

In the continuation, the house delegation lead by the house first deputy speaker, Amir Khan Yer, regarding the issues on the Child Protection Bill, delivered their report.

Then, head of the delegation said ratification of the Child Protection Bill was against the constitution’s 106 article and the house rule of procedure’s article 62 so this bill must be processed again.

At the end, according to the agenda, the house commission on transport and telecommunications delivered drift bill of Postal Service Regulation bill, which has been provided in 8 chapters and 38 articles. It was decided the house commissions amendments shall be added to drift bill. After the bill is being prepared it should be presented to the session for voting.
