The session was held under the chairmanship of Mir Rahman Rahmani with the participation of acting minister of finance Homayon Qayomi and state minister for parliamentary affairs Muhammad Karim Baz, information was provided regarding to draft budget fiscal year 1399.

Acting minister of finance talked in relation to draft budget fiscal year 1399, added, this budget has been prepared with the global and existence realities standards.

428 billion Afghani has been considered in fiscal year 1399 budget document, which sum of 289 billion Afghani is for ordinary budget and 139 billion Afghani is for development budget.

Overall in today’s session, postal services regulation law draft was presented for voting, exception two opposite and one invalid vote it was ratified with majority

Likewise, legislators reacted regarding to announcement of primary results of presidential elections.

A number of MPs welcomed announcement of primary results of elections and asked from electoral complaints commission to address complaints as soon as possible in order to announce final results of presidential elections, meanwhile they asked from other electoral bodies to accept primary results of elections and do not intensify crisis in the country.

At the meantime, a number of people representatives criticized on announcement of primary results of presidential elections and they accused Independent Elections commission for national betrayal, they added, the IEC announced results of elections sans separating of clean votes from invalid votes in favor of particular electoral body.

Overall, they asked from electoral complaints commission to remove non- biometric votes from list of votes and carefully address for existed complaints.

Lack of payment of privileges salaries for Afghan students in Russia and Turkey by ministry of higher education, corruption in scholarship test of India by some translators, high price of electricity in some provinces, existence of corruption in directorate of public works of Zabul province and accusation of governor for corruption and irresponsibility, attention for requirements and immunity of doctors in the country and underline for releasing of Dr. Mustafa by abductors, consideration for MPs views in peace talks process, concerns for increase of insecurity in Helmand province and lack of coordination among the country’s security forces in Kunduz province were the issues which was discussed in today’s session.

Overall in today’s session announcement of primary results of presidential elections was called a good step by chairman of Wolesi Jirga and he asked from electoral complaints commission to address carefully for complaints and should separate clean votes from invalid votes.

Moreover, Rahmani instructed to the relevant commission to address lack of payment of privileges salaries for Afghan students in Russian and Turkey, corruption in directorate of public works of Zabul province and underline for releasing of Dr. Mustafa by kidnapers.

In relation to support from children’s rights, the house speaker instructed to committee to finalize view of related organs about an article of the children law.

Moreover, Rahmani talked in relation to expenditure fiscal year 1397, added, Wolesi Jirga has accepted eight violations in mentioned expenditure, so, expenditure fiscal year 1397 is rejection also discussion has terminated about on.

Overall in today’s session, decision was taken that discussion in relation to domestic duties of Wolesi Jirga and management of that should forward as secrete.
